We reaffirm our full support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognized borders. Considering that the integration of the Republic of Moldova into the European Union is the only way capable of ensuring the democracy, stability, security, prosperity, freedom and economic, social and cultural development of the Republic of Moldova,

Noting the formal submission by the Republic of Moldova of the Application for Accession to the European Union (March 4, 2022), which confirms the firm and irreversible nature of the course of European integration of the Republic of Moldova and the end of the period of “geopolitical wandering”,

Building on the Bilateral Strategic Partnership for European Integration of the Republic of Moldova, signed in Bucharest on April 27, 2010, reconfirmed by the commitments made by the Republic of Moldova under the Association Agreement concluded in 2014 with the European Union and its Member States,

Considering Romania’s role in supporting the development of the Republic of Moldova and as a factor of stability and regional development,

Emphasizing the important role of twinning and decentralized cooperation at the level of local authorities, business environment, education and civil society in strengthening bilateral relations, raising living standards and supporting the European path of the Republic of Moldova,

Recognizing the recent accelerated efforts of the Republic of Moldova to implement substantial reforms in areas such as justice, the fight against corruption, strengthening the rule of law, good governance and streamlining public administration, which are essential for strengthening resilience, sustainable development and improving the business environment. , the investment climate and the well-being of citizens,

The representatives of the Parliament of Romania and of the Parliament of the Republic of Moldova, meeting in Chisinau in a joint meeting, held on June 18, 2022, adopted the following Joint Declaration:

1. We emphasize that the concrete prospect of Moldova’s accession to the European Union is a key element in continuing reforms, which will encourage the population of Moldova in this period of extreme insecurity and material difficulties and give it hope that in the future will soon be part of the European family, including in terms of taking on European values ​​and raising living standards. We reiterate the unconditional support assumed over time by all political forces in Romania for the development, democratic consolidation and European path of the Republic of Moldova.

2. We welcome the excellent dynamics of bilateral dialogue and cooperation, at all levels, between Romania and the Republic of Moldova. In particular, we point to the jointly agreed priority objective of implementing bilateral strategic projects, including interconnections in the fields of energy, transport and infrastructure. We express our desire to improve, in concrete terms, the connectivity between the two states, and thus between the Republic of Moldova and the rest of the European Union, whether we are talking about air, rail, road, river transport or communications.

3. We express our satisfaction with the open and constructive nature of bilateral cooperation, which is focused on achieving concrete and visible results that meet the expectations of the citizens of the two states. The union of our efforts represents the solid foundation for the achievement of the priority strategic objective of firm and irreversible connection of the Republic of Moldova to the European Union, through the support of Romania. An important pillar in this regard is the interconnection of markets, and Romania is committed to increasing its support for increasing the competitiveness of the economy of the Republic of Moldova and to intensify its presence and investments in order to develop economic partnership in a climate of economic stability and predictability. 4. 5. Romania will support the acceleration of the adoption of standards and regulations compatible with the norms of the European Union, especially in the agricultural field, which can lead to the increase of the competitiveness of the economy of the Republic of Moldova and to a wider access to the European common market.

6. In the spirit of good cooperation and support for the European integration process, the format of the joint sittings of the Parliaments of both states will pursue the objective of assigning a strategic vision to the legislative activity, including the meetings of the Joint Committees of the Romanian and Moldovan Parliaments. The activity on the parliamentary dimension will be stimulated also by adopting an ambitious plan of joint actions of the Parliaments of the two states, meant to support the reform agenda of the Republic of Moldova, the common aspiration on intensifying bilateral cooperation, transposition of European legislation, transfer of expertise and advancement European integration.
