The Ministry of Investment must reimburse 240 million euros to the European Commission

The amount of 240 million euros represents eligible expenses made from European funds within the projects implemented by the POIM beneficiaries in several fields: Transports – 152.71 million euros; Environment and Energy – 58.42 million euros; Financing of measures to combat the COVID-19 pandemic – 28.96 million euros.

According to the MIPE, of these, a sum of 178.80 million euros will be settled from the Cohesion Fund, and 60.30 million euros from the European Regional Development Fund.

The Large Infrastructure Operational Program (POIM 2014-2020) has an allocation of 9.33 billion euros of European funds. By the beginning of June 2022, the European Commission had reimbursed Romania about 5 billion euros.

“Recently, MIPE has been taking steps to accelerate the absorption of European funds allocated to all managed programs. Among the measures adopted so far, the implementation of POIM projects and the avoidance of the risk of disengagement of the amounts allocated by: the adoption of GEO no. 64/2022 on the adjustment of prices and the value of general estimates in projects financed from non-reimbursable external funds. The normative act rebalances the works contracts, respectively those of the products / services that are closely related to the execution of the works, affected by the increase of the prices for raw materials and energy. In addition, at the level of the MA POIM, a call worth 350 million euros is being prepared, which will support SMEs to invest in energy efficiency “, MIPE reports.

In order to accelerate the absorption of funds at the level of the other programs managed by MIPE, the following measures were adopted: Operational Program Competitiveness: calls for micro-grants and working capital grants to entities in the agri-food sector (Action 4.1.2), respectively preparation of the call for grants for investments (Action 4.1.1); Operational Program Helping Disadvantaged People: granting social vouchers (on cards) in the amount of 250 lei every 2 months to people in situations of material deprivation or risk of poverty, a measure that is part of the government program “Support for Romania”, respectively granting vouchers for supplies / clothing worth 500 lei for preschoolers and students from disadvantaged families.

Until the beginning of June, within the programs implemented under the Cohesion Policy and the Agricultural Policy, funds amounting to 21.56 billion euros were received from the European Commission, representing 61.25% of the allocated amount.
