How many Romanian companies include recycling in their production processes? Some counties have over 100, others do not even have 10

„The activity of waste collection / treatment / recycling is an activity that is authorized from the point of view of environmental protection, in accordance with the provisions of Order no. 1798 of November 19, 2007 for the approval of the Procedure for issuing the environmental permit, by the Agency for Environmental Protection from the administrative area of the county / municipality of Bucharest where the working point is / the activity is carried out. At the moment, the National Agency for Environmental Protection does not have a centralized list / situation at national level “, say the representatives of ANPM, in response to the request of ZF.

Therefore, Ziarul Financiar directed to the ANPM branches in each county of the country the request to send the list of recycling centers in the respective county and the materials involved in the recycling process.

With the exception of six counties, all other agencies submitted lists of economic operators holding third-party waste collection and material recovery codes. In the absence of these codes, a company cannot recycle the collected materials.

Paper and cardboard that become egg shells, wood from which reconditioned pallets are made, plastic that turns into disposable cutlery, foils and trays, waste oil that becomes artisanal soap, textiles that become part of mattresses, biomass from which make bricks are just a few examples that illustrate how production companies transform recycled materials and give them a second life.

The data show that while in some counties there are over 100 companies that include recycling in their production process, in others their number does not even reach ten. Caraş-Severin is the only county in which there is no center where materials are recycled, but only economic agents that collect them, according to the data transmitted by the representatives of the National Agency for Environmental Protection in the county.

“The distribution of companies authorized as ‘recyclers’ does not necessarily illustrate the distribution of recycled quantities. Where there are large production units that include waste in the technological process, it is normal to have smaller companies authorized as recyclers that actually prepare the waste for these large processors. There are also many companies that choose to obtain this authorization because they have access to some benefits such as private subsidies for collection and recycling. This does not necessarily mean that they actually recycle; the reality is seen in their quantitative reports. The accuracy of these reports is a distinct issue, “said Raul Pop, a program manager at the NGO Ecoteca.

According to the data from the players who know the recyclers market, about 80% of the companies that obtain these permits only aim to obtain the benefits, without actually dealing with recycling.
