Initiative to make the services provided by psychologists easier to settle through CNAS

“The pandemic brutally revealed the tragedy of mental health in Romania: teenagers who committed suicide. Unfortunately, there is nothing we can do for these young people and their families. But we can do all we can to make sure that we protect the living. And all those who need help before it’s too late. I was very happy that today we had the first dialogue to find the best solutions to do this and a first goal has already emerged – we want Romanians to have easier access to paid psychological services. And we want psychologists to have the opportunity to contract with the National Insurance House in order to provide these services to patients. At the moment, the route is too complicated. For both doctors and patients. We also discussed funding and identified some solutions. We will return soon with a public policy document and concrete legislative measures “, declares the USR deputy Diana Stoica.

USR deputies are preparing a legislative initiative so that people can go directly and free of charge to the psychologist for a number of evaluation sessions and to build the therapeutic relationship without the need for a referral from a specialist doctor.

“The pandemic and the current threats have exacerbated the need for mental health services for the population, and many countries have already expanded their budgets. It is time for us to break down the preconception barrier and to encourage Romanians to turn to a psychologist. Following today’s debate, most of those involved agreed with our proposal for the direct settlement of a number of psychological services included in the contract with CNAS. More specifically, people can call a psychologist directly and free of charge for a number of assessment sessions and building a therapeutic relationship without the need for a referral from a specialist. A legislative proposal follows and the continuation of the dialogue with the Ministry of Health and CNAS for the modification of the secondary legislation also in this direction “, states the USR deputy Oana Murariu.

The USR proposals from which the debate started were the possibility of directly concluding contracts for the provision of psychology services between county health insurance houses and psychology offices, settlement of a number of psychological services for persons insured in the social health insurance system – psychological assessment, psychological counseling, psychotherapy, etc., as well as the approach to mental health through preventive actions.
